1deacb0879 Started revising the long draft
After sinking so much work into the long draft, a short draft
seems unapproachable, and I've resisted the idea for months.

Going to hack and slash tomorrow.

7acc32fb94 I put in a fixme, because we should clarify that we are extending p2p behavior
from that of an rfc somewhere that we dug up recently but I can't find today.

There was a cut/paste error regarding 225.

A section heading like: ## 127/8 gets misinterpreted. An ascii char
is needed before a number in a section heading. Sigh

4aed8613a2 RFC792 went into how ICMP is supposed to work
and touched upon the address assignment via icmp. So I think that
was the ref for one open fixme. I think we might find more gold in
the ien db, 122 started talking about address extensions....
