addons: bridge: add support for new bridge-always-up attribute

Enabling this attribute on a bridge will
enslave a dummy interface to the bridge

example:

auto bridge
iface bridge
      bridge-vlan-aware yes
      bridge-always-up yes
      bridge-ports vni42
