global-functions: notify about move of $IPCalc and $ScriptRunOnce to modules

Browse Source 
Just install with...

$ScriptInstallUpdate global-functions.d/ipcalc

... and/or...

$ScriptInstallUpdate global-functions.d/scriptrunonce

... and use the functions as before.
