a82d2700fc markup/goldmark: Make auto IDs GitHub compatible 
You can turn off this behaviour:

```toml
[markup]
  [markup.goldmark]
    [markup.goldmark.parser]
      autoHeadingIDAsciiOnly = true
```
Note that the `anchorize` now adapts its behaviour depending on the default Markdown handler.

bfb9613a14 Add Goldmark as the new default markdown handler 
This commit adds the fast and CommonMark compliant Goldmark as the new default markdown handler in Hugo.

If you want to continue using BlackFriday as the default for md/markdown extensions, you can use this configuration:

```toml
[markup]
defaultMarkdownHandler="blackfriday"
```
