Split save-test-data.php into two scripts, allow mass update (#8115)

* Add mass update to save-test-data.
Fail when snmpsim doesn't start and try to give a hint.

* Split save-test-data.php into two scripts

One for updating snmprec files.
One for updating db dump files.
