00gh f66ee182e3 ping_perf.inc.php: changed AVERAGE to MIN to reflect legend. (#14117) 
The generated graphs shows wrong legend value for "Min".
It is displaying the calculated AVERAGE value instead of the
calculated MIN.

Changed AVARAGE into MIN.
