FUJITA Tomonori f9a9c410c3 Refactoring GRPC API 
Let's follow the conventions of GRPC

- Stop using one method for multiple operations like add, delete,
  etc. IOW, remove all the ModHoge APIs.
- Stop abusing Streaming RPC API.
