* stub in poetry for pipenv

* re-add tester image

* add pre-commit / formatting

* fix ghactions

* revert test data whitespace, exclude tests/data

* revert ws

* decruft, rm tox/pipenv

* install dev packages for base image

* add lgtm config to force to py3
