Jesper Dangaard Brouer 7fe6d862e8 traffic-pacing-edt: Adjust for newer libbpf API
‘bpf_program__next’ is deprecated: libbpf v0.7+:
   use bpf_object__next_program() instead

Also use bpf_xdp_attach() and bpf_xdp_detach() APIs.
