Hotfix: Incorrect rear_port ST-24-port-fiber-patch-panel-rear-splice ()

Browse Source 
Rear port 18 was incorrectly named port 28. Causing the
netbox-community/Device-Type-Library-Import to complain
about the nonexistant port.
